Are You Ready for California’s Balcony Inspection Law on September 27

Are you up to speed on California Law that now requires YOU to have YOUR balconies and other Elevated Exterior Elements (the “Three-E’s” or “EEEs”) at your building inspected by 2025?  Make sure YOU comply with the law!

On June 16, 2015, six people died and seven others were injured in a tragic residential balcony collapse in Berkeley, California. Structural analysis revealed that the wood framing of the balcony was severely weakened by dry rot from rainwater penetration due to improper sealing of the balcony to the main building.  In response, California enacted Senate Bill 721 (“The Balcony Bill” or “SB 721”) on September 17, 2018. SB 721 (Chapter 445, Stats. 2018) requires the inspection of balconies and other “exterior elevated elements” at all multifamily residential buildings with three or more units.

Join us for this important presentation where we will provide YOU with everything YOU need to know about Senate Bill 721.  During the webinar, we will review the various aspects of SB 721, and explain exactly what is meant by an “elevated exterior element.”  We will discuss the reasons why SB 721 was created and discuss the bill’s specific inspection and reporting requirements. SB 721 makes mandatory an inspection of properties with wooden exterior elevated elements (EEE’s), which include balconies, overhead walkways, stairwells, and railings.  Most importantly, learn how much these inspections cost and how you can get your inspections completed on time before the deadline!

John Van Valkenburg, SE, Technical Director, Partner Engineering and Science

John Van Valkenburg, SE is a Technical Director for Structural Solutions, providing structural analysis and design for both seismic retrofits and new structures. He is also responsible for Seismic Risk Assessments across all sectors and building types, including multifamily properties, commercial/retail structures, and high-rise loft conversions. Mr. Van Valkenburg brings almost 20 years of experience in structural engineering and seismic analysis.  He has been responsible for conceptual design all the way through construction administration, including plan check review with the City of Los Angeles, City of San Diego, County of Ventura, DSA, and OSHPD.  His knowledge extends to all conventional structural materials.

Shari Fykes, Client Manager, Partner Engineering and Science

Shari Fykes has about 10-years of experience in the environmental service industry, with a specialization in client needs and compliance requirements of seismic solutions, retrofit pricing options, State and Federal laws, regulations, and administrative policies affecting landlords, property management firms and building owners. Ms. Fykes’ day-to-day responsibilities as a client manager include business development, client management, cost estimates, proposal preparation, project oversight, marketing and continually learning about new ordinances and laws that affect multifamily properties.  As a proactive, diligent client liaison, Ms. Fykes was instrumental in ensuring greater office efficiency for serving client needs, including developing and implementing internal protocols for the structural team at Partner.

Moderator:  Daniel Yukelson, Executive Director, Apartment Association of Greater Los Angeles

Daniel Yukelson is currently the Executive Director of The Apartment Association of Greater Los Angeles (AAGLA).  As Certified Public Accountant, Yukelson began his career at Ernst & Young, the global accounting firm, and since then had served in senior financial roles principally as Chief Financial Officer for various public, private and start-up companies.  Prior to joining AAGLA, Yukelson served for 12 years as Chief Financial Officer for Premiere Radio Networks, now a subsidiary of I-Heart Media, and then 3 years as Chief Financial Officer for Oasis West Realty, the owner of the Beverly Hilton and Waldorf Astoria Beverly Hills where he was involved with the development and construction of the Waldorf.  Yukelson also served for 6 years as a Planning Commissioner and for 3 years as a Public Works Commissioner for the City of Beverly Hills.
